​Job Title: Water Distribution Manager II / Operator in Training working towards WDMII

Reports To: Board of Commissioners
Job Summary: Under general direction, the Water Distribution Manager II performs highly skilled technical work with considerable independence, overseeing and participating in the operation, maintenance, repair, and construction of the municipal potable water distribution system. This role involves supervising and training lower-level staff, ensuring the efficient and safe delivery of high-quality drinking water to customers, and ensuring compliance with all local, state, and federal regulations.

Key Responsibilities:
  • Supervision and Leadership:
o    Leads, plans, schedules, assigns, and supervises the work of water distribution crews and operators.
o    Provides training, mentorship, and performance evaluations for assigned personnel.
o    Stays up to date in training and continuing education requirements.
o    Fosters a safe and productive work environment, ensuring adherence to all safety protocols and procedures (e.g., OSHA regulations, confined space entry, traffic control).
o    Coordinates work activities with contractors, and utility companies.

  • System Operation and Maintenance:
o    Troubleshoots, operates, repairs, and replaces all components of the water distribution system, including mains, service lines, valves, hydrants, meters, booster pumps, and storage facilities.
o    Conducts preventive maintenance tasks for water distribution system components and related equipment.
o    Responds to and investigates water quality or delivery complaints, identifying causes of issues like leaks, low pressure, or taste/odor problems, and implementing corrective actions.
o    Performs routine inspections of the water distribution system, including fire flow testing and valve turning.
o    Monitors and adjusts flows and pressures within the distribution system to ensure optimal performance and adequate water supply.
o    Operates and maintains specialized equipment used in water distribution (e.g., pipe locators, backhoes, high-pressure vacuum equipment).
  • Construction and Installation:
o    Oversees and participates in the installation of new water mains, service lines, fire hydrants, valves, and meters.
o    Assists in planning and coordinating water construction projects.
o    Coordinates with contractors for larger distribution system repairs or new infrastructure projects.
  • Water Quality and Compliance:













o    Collects water samples for bacteriological and chemical analysis, ensuring compliance with MCLs (Maximum Contaminant Levels) and other regulatory guidelines.
o    Maintains knowledge of regulatory updates (e.g., State Department of Health, EPA) as they pertain to water quality and distribution.
o    Assists with state and federal reporting requirements.
o    Ensures proper disinfection of the distribution system when required.

  • Administrative and Reporting:
o    Maintains detailed, written logs of daily activities, work orders, material used, and equipment service files.
o    Reviews and evaluates daily operational reports to identify potential problems.
o    Prepares and estimates new services, and coordinates material and labor costs.
o    Updates water distribution maps, and as-built plans.
o    Assists in the development and implementation of standard operating procedures (SOPs).
o    May assist in budget preparation, monitoring expenditures, and ordering supplies and materials.
o    Represents the Water District in meetings as directed.

  • Emergency Response:
o    Responds to emergency situations 24/7 within 30 minutes, including weekends and holidays with little or no notice, taking appropriate action such as placing barricades, shutting down sections of the system, and resolving public safety hazards.
o    Troubleshoots problems during emergencies to identify root causes and implement effective solutions.

  • Public Relations:
o    Communicates effectively and professionally with customers, businesses, and the general public regarding water service, quality, and any disruptions.
 

Required Knowledge, Skills, and Abilities:
  • Knowledge of:
    • Principles and practices of water system distribution installation, repair, and maintenance.
    • State and federal drinking water standards and regulations.
    • Operational characteristics of specialized equipment used in water pumping, storing, and distribution.
    • Materials, methods, practices, and equipment used in the maintenance and repair of pipes, valves, hydrants, pumps, motors, and related systems.
    • Occupational hazards and standard safety practices necessary in construction, maintenance, and repair work, including proper handling of hazardous materials.
    • Basic electrical, mechanical, and hydraulic principles related to water systems.
    • Supervisory practices, personnel policies, and procedures.
  • Skills in:
    • Planning, assigning, and reviewing the work of subordinates effectively.
    • Analyzing operational or maintenance problems, exercising sound judgment, and developing and implementing effective solutions under routine and emergency conditions.
    • Efficiently and safely operating pertinent equipment, tools, and vehicles (e.g., backhoes, dump trailer).
    • Reading, interpreting, and applying technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
    • Performing basic electrical and mechanical projects, including pipe installation and equipment repairs.
    • Maintaining detailed records and preparing clear and concise written reports.
    • Communicating effectively, both orally and in writing, with diverse audiences including staff, contractors, and the public.
    • Basic mathematical calculations for data trending, statistical reviews, and flow/pressure computations.
    • Working independently and as part of a team.
  • Ability to:
    • Understand and follow complex oral and written instructions.
    • Distinguish colors and odors, and possess depth perception.
    • Perform physical tasks requiring moderate to heavy exertion, including lifting up to 75 pounds (with assistance), repeated bending, stooping, kneeling, crouching, crawling, climbing, digging with shovels, and working in varied weather conditions and environments (e.g., chemicals, dust, noise, slippery surfaces).
    • Maintain composure while working with challenging situations or individuals.

Minimum Qualifications:
  • Education: High school diploma or equivalent.
·         Experience
o    For WDMII per WAC 246-292-060, 12 months operating experience in a water treatment plant or distribution system; and 24 months additional water-related experience. Relevant excess education may substitute for additional water-related experience requirement.
o    For Operator in training, relevant work experience and demonstration of abilities.
  • Licenses & Certifications:
    • Possession of a valid Driver’s License.
    • Possession of or working towards a Water Distribution Manager Level 2 certification (or equivalent) from a state regulatory agency (e.g., Washington State Department of Health)
    •  Relevant safety certifications (e.g., First Aid/CPR, Confined Space Entry, Flagging).
    • Additional certifications such as Cross-Connection Control Specialist may be preferred.
Working Conditions:

​The work is performed both indoors (office, warehouse) and outdoors in various weather conditions, potentially exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and biological hazards. Requires the use of personal protective equipment (PPE) such as masks, goggles, gloves, and respirators. May involve working in confined spaces, trenches, or at heights.
Salary and Benefits: Competitive pay rate depending on experience. District paid premiums for medical, vision, and dental insurance for the employee, the employee’s spouse, and the employee’s dependents under the age of 26. Employer contributions to the Public Employees Retirement System. Paid time off for Federal Holidays, sick and vacation leave.
